I am assuming in civvies they all carry wallets, so they can legally drive and move around the city/community.

You mean that Joe's pockets are really a Timelord's TARDIS, where it's bigger on the inside than out. How on earth does he know exactly where to put his hand in his pocket to pick whatever he wants.

Actually, he DID have ID, but thought better of showing it to the police because he knew it would give him away as being a member of the Science Ninja Team.

He's definitely got some kind of extra-dimensional space going on there. Perhaps a Dungeons & Dragons "bag of holding"?
