Project engineer Walter Gomes, of the Naval Undersea Warfare Centre, says the next step will be to implant the device into blue sharks and release them into the ocean off the coast of Florida.

This seems very Gatch-ish. Like the St Bernard with the brain implant, or some evil Galactor mind control plot.
Like Katse's seen Jaws too many times, and wants to really give those innocent holidaymakers a shock. A whole shoal of remote controlled sharks all heading for the beach at the same time 
I can really imagine that as an episode.
