Hi all!
A couple quick things.
First, the President in episode #56 is not Zabal, he is President Dabara. Yes, ADV screwed up -- again. What a shock.
Secondly, regarding Utoland as a "city-state," there is one aspect of the name of the city in Japanese that pretty well places it as nothing more than a normal city, and that's the "-shi" suffix that's added to the end of the name, so that it's pronounced "Yutorando-shi." As you might have guessed, "-shi" means "city." Usually a large city, but just a city, not a city-state (Which would likely have used the suffix "-koku" instead). In colloquial English, that kind of suffix is usually dropped (People don't refer to "Los Angeles City" or "Denver City," for example), which is why the city aspect of the name is usually dropped by English speakers, but it is there.
Regarding Utoland, here's a map of the area that was drawn up by the Tatsunoko staff, showing the relative positions of where the main characters live.
1. The airstrip where Ken lives.
2. The race track where Joe keeps his trailer.
3. Where Jun and Jinpei live.
4. Where Ryu's yacht harbor is.
5. Where Nambu's villa is.
Speaking of Nambu's villa, that is his regular home, not a "summer home."
And lastly, it should be remembered that Crescent Coral Reef does not stay in any one location. It uses those rocket engines to move around in order to make it impossible for Gallactor to figure out exactly where it is. So, it may be near Utoland one week, but hundreds of miles away the next.

Really? Wow. I had no idea that every time Dr. Nambu is shown in an ISO building that's clearly not his house or the Crescent Coral Base, that he's in Ameris instead of Utoland. They made such a big deal about the novelty and excitement of the Team going all the way to the ISO headquarters in Ameris in episode 24, I assumed that going there was a relatively rare thing and that there was an ISO building in Utoland too. There's never much indication that Dr. Nambu is far from Utoland, in Ameris, and has to travel back there, say, in episode 52 when he meets Katse in disguise in his ISO office, and then he's suddenly summoning the Team to meet him at his villa. I suppose, with the time constraints of a 23 minute episode, there's really no time to show the characters traveling between Utoland and Amegapolis, but it sure gives the impression to me that, unless it's specifically stated otherwise, that they're all in Utoland. Shows what I know!
Granted, it's never explained how Dr. Nambu gets to and from the Crescent Coral Base either.

Well, not every time he's seen in an I.S.O. building. They do have other facilities, obviously. But, as far as when we see his office goes, it appears to be in the I.S.O. Headquarters.

While going to Ameris might have been a new thing for members of the Ninja Team, that isn't the case with Nambu.
There's no reason to assume that there can't be an I.S.O. building in Utoland, only that we don't see a building designated as such.

In that instance, there's no indication that the office Nambu is in is his office. The specific wording for that scene ("At that time, in an office of the International Science and Technology Organization...") does not state that the office is Nambu's, or where that office is located. A technicality? Sure, but one that does cast doubt on it being Nambu's office, or that he's in the I.S.O. HQ. So, perhaps he is in an unseen, unidentified Utoland I.S.O. building. I wish I had the recording script or the scenario for this episode, so I could see what they said there regarding the location. Alas, that is an episode for which I have neither.

I'd guess he uses the submarine-car thing from episode #84, at least some of the time (Which is officially called the "Small Transportation Mecha," but who'd know what it was by that name?).
