That figure is from Nakajima's "Ultra Action Boy" line of figures. The oversized belt buckle is to hide the button sticking out of his stomach. When pressed, this button will make the head of the figure nod up and down. A matching button on his back will make him shake his head, giving the figure a "OK - No" head movement option.
All five members of the Science Ninja Team were released in this line, all using the same "cherubic" body style. They also came with a string and pulley set-up that can be hooked to the back of the figure and allow him, or her as the case may be, to fly through the air. Or at least roll down a string.

Laugh at them if you want, but bear in mind that these toys can fetch a couple hundred dollars apiece if they're loose and complete, and far more if they're still boxed.
I have to admit that they look a little better on the box picture. But they still have that 'droopy drawers' effect.
Maybe it's just the box picture, but is G4 actually taller than all of the others?
And I appreciate that these are valuable collectibles, James. However, I think if I were going to spend that much money, there are other collectibles I would enjoy more. Like those die cast vehicles... which I'm still balking at. ;-)
Regardless, it's fun to 'enjoy' the visual aspects of these.

Ahhhh, so those buttons James was talking about explains the baggy pants.
And I just noticed, in the other thread we mention tight pants, here we mention baggy pants ... there must be some significance there, I just don't know what at this moment.
