I would doubt that they would have any great amount of autonomy from Katse. Instead, they would likely work on what they are told to by Katse. Think of them like a research branch of the military, where the personel there would work on the projects they are assigned to. New ideas could be proposed, but approval would have to come from higher up before any amount of research and development could occur. Besides, if you were in charge of an organization like Gallactor, would you allow a bunch of people to work on projects that you knew nothing about, or would you keep them under close scrutiny to make sure they don't do anything that could challenge you? We know Katse keeps tabs on his Captains and their crews, as shown in Gatchaman #78. It seems likely that he would do the same for his scientists.
