Okay, okay, the sixteenth century is my field, so I reluctantly feel compelled to point out that women then did actually think that (upper-class ) men looked hot when dressed like this, mostly because the tight hose, from mid-thigh down, did accentuate men's legs (one of Elizabeth I's leading courtiers, Christopher Hatton, supposedly first caught her attention because she liked his legs).
Me, I like the Condor's boots (and legs) much, much better!

We actually came close to seeing that particular uniform a lot in the series. It was originally designed to be the outfit worn by Berg Katse, only to be replaced at the last minute by the more familiar purple suit he wears.
Apparently Tatsunoko didn't want the design work to go to waste, so they simply recycled it and used it for the Commander from the first two episodes of the series.
This change came so late in pre-production that Tatsunoko had already provided images of that costume to their advertising agency. As a result, some very early Gatchaman merchandise and comics show that costume as being the one worn by Katse.
By the way, as a point of trivia, it should be noted that not all of the guys generally thought of as "Captains" weren't actually a Captain. Some of them were actually Commanders (Specifically the guys from episode #'s 1 & 2, 17, 26, 39 & 40, 74, and Gatchaman Fighter #21), and a couple were Commanding Captains (In Episode #'s 18 and 57).
Anyway, more than you ever really cared to know...

It's difficult to say, exactly. The specific titles used for Gallactor ranks do not correlate to any actual ranking system I have found, Japanese or otherwise.
In the ranking system used by the U.S. Navy, a Commander is lower ranked than a Captain. Unfortunately, the kanji used by the Japanese for those same U.S. Navy ranks are not the same as used by Gallactor Commanders and Captains. So, while part of me leans toward using our ranking system, since it uses both Commander and Captain, this may not have been the intent of Tatsunoko (Assuming they had any intent at all regarding these ranks).
The Commanding Captain might provide us with the best clue as to which one is higher ranked. It is traditional within our ranking system to add a lower ranking suffix to a rank to indicate divisions within a rank level (Lieutenant Colonel being lower ranked than a Colonel, for example). The Japanese military handles this slightly differently, adding kanji for "small," "medium," and "large" or "3," "2", and "1" as a suffix to ranks to designate where on the ladder of a particular rank someone is positioned, but the intent seems to be similar.
By that logic, a Gallactor Commanding Captain would likely be a step between a Commander and a Captain, where one is higher ranked than a Commander, but not as highly ranked as a Captain. I'll admit that this is speculate on my part, but assuming Tatsunoko intended to follow the traditions of military ranking, I would guess that the Captain would outrank the Commander.
Assuming that is correct, the levels of known Gallactor ranks would go as follows:
Governor (X)
Leader (Katse)
Captain
Commanding Captain
Commander
Chief
Member
The rank of Vice Governor briefly existed between Governor and Leader, but pretty much in name only. This was the rank given to Dr. Henjinman in Gatchaman #21 , and was used mostly to trick the Doctor into creating cyborg horses for Gallactor. Once Henjinman's usefulness to Gallactor was finished, both he and his rank were eliminated.

The guy you're thinking of is Doctor Finger, who appeared in Gatchaman #90, "The Armored Iron Beast Matangar" (AKA "the Awesome Armadillo" in BotP). Beyond being a top Gallactor scientist, he has no official rank. His intent was to show X that he could defeat the Science Ninja Team. If he succeeded in doing so, his reward was that he would replace Katse as Leader.
As things stand, the scientific side of Gallactor does not seem to fall into the hierarchy of ranks normally associated with Gallactor. Instead, it acts like a separate, non-military portion of the organization. We don't generally see too much of this side, but we do see some of them at work when they are examining Jun's captured shoe, and we know that their ranks included people like Dr. Misuno (Gatchaman #74), Dr. Ogawara and Nakamora (Both from Gatchaman #59), and, of course, Dr. Finger.

You're right, James, we don't see much of this side of Galactor, which leads me to wonder how much autonomy it has from Katse... interesting...
