As lborgia88 already said, it's a film made by Zen Pictures. They're a company that specializes in making low budget direct-to-video costumed heroine films, usually "inspired" by some well known character or series. As you'd expect, these are usually little more than an excuse to have pretty girls in skintight or revealing outfits running around on screen. This particular one is called "Bird Soldier."
