Both volumes of the Time Bokan OVAs were released as a single volume here in the States in early 2005 by U.S. Manga Corps, and can be easily purchased through places like Amazon.com (Who has the video for the low price of $9.98).
The Gatchaman characters appear in two scenes in the second volume, one in civilian clothes as they stop by a ramen shop to eat, and in Bird Style during the big battle scene at the end.
Be warned, though, that both the dub and the sub on the U.S. Manga Corps release are pretty awful. They really had no clue what they were dealing with in regards to all of the classic Tatsunoko characters who appear, aside from the Gatchaman and Speed Racer characters, so you get things like Hurricane Polymer being called the "Mecha Gorilla." It's a prime example of what happens when a company refuses an offer to help from people who know their product better than they do.
Still, at $9.98, it's hard to complain too much...
