I think the level of threat and devastation depends what kind of zombies would everyone have to deal with. The dead reanimated by some manner of curse, living 'zombies', created by a 28-days-later-esque virus, dead zombies a la Resident Evil, 'zombies' created by nanotechnology run wild or parasytes... things like that (though more than their origin, what matters here is slow vs. fast, can they heal? Can they be killed and how much damage can they take?).
There is also the question of intelligence and instincts. Whether they'd be able to find their own food or just wait for it to stumble across their path. And if we deal with living 'zombies', do they know they need to stay hydrated in order to survive? Oh, and then there's the wonderful question whether (if we are talking viral zombification) the disease would be transmittable to animals. One thing is when you have to deal with humans. Another is when you are chased by diseased dogs, rats, squirrels, cockroaches, pigeons, fleas... actually, fleas are a pretty great vector if you think of it. Black Death anyone? And imagine a zombified moose chasing you down the street, its maw open and ready to bite, drool pouring on the spiky coat matted by blood, bulging, bloodstained eyes fixed on you, the thunder of its hooves... ah, I'm happy I live in a place with no mooses anywhere.
