They're referring to the character, not the Moderator.
You won't find a birthday listing for Egobossler, and Katse isn't necessarially a Libran. Either character can be any sign you want them to be, and you'd be no more right or wrong than the sign that listing for Katse seems to indicate. What you need to understand is that the origins of that birthdate, and those of the other main Gatchaman characters, come strictly from fan circles, and have no basis in canon.
You see, back in the 1990s, a group of Japanese fans published a fanzine that had the birthdates and bloodtypes of the characters based on their analysis of their personalities, physical characeristics, personal histories, and the like (Along with astrological charts and explanations to help "prove" their reasoning).
Some time ago, a fan who has that particular fanzine put those birthdates up in the calendar section of the BotP list, and they've popped up every year since.
So, regardless of what fans may want to believe, those birthdates are not based on anything that has been created by Tatsunoko. They're not from the show itself, they're not from the series Planning, they're not even from anyone who had any direct connection to the series. They're simply dates that one small group of fans decided were their birthdates, and hold no more validity than anything else made up by fans.
As for why you won't find a fan-created birthdate for Egobossler, you need to remember that most Japanese fans focus strictly on the first series, and give the seguels only a passing mention. And when they do mention the sequels, they usually make note of how they feel that they were vastly inferior to the original series. As a result, when those fans did their work to pick birthdates and bloodtypes for the characters, they focused strictly on the original series characters. So, you won't find birthdates for Egobossler, Gel Sadra, Marstora, Dr. Pandora, Dr. Raphael, Kamo, or anyone else who first appeared in those series.
You'd never guess I've had to deal with this fake brithdate thing before, and am a little tired of it...
