The two God Pheonix's are actually the first and second release of the same toy. The first issue was dark blue and came with the Firebird shell that could fit over the vehicle. The second issue was more of an aqua color (Unifive claimed that it was supposed to be a proper blue anime-coloring, but it's too green, making it look like the God Phoenix did when it was underwater) and came with a plastic Boomerang instead of the Firebird. No, the wings on the Boomerang did not move.
If you want the dark blue version with the Firebird, and don't mind it coming in a dented box, Mandarake has one for sale for $237.29, plus shipping. Sure, it's still not cheap, but it's better that $299.00, plus shipping! You can find it at:

Yes, they were. When first released, they retailed at 9,800 yen (Around $85.00). Of course, that was in late 2001 for the dark blue version and early 2003 for the aqua version. They've been unavailable at general retail for quite some time, hence the increase in price.

That's because of Diamond's mishandling of the first wave of figures. The first wave, with Mark, Princess, and Keyop, was overproduced, resulting in many of them sitting unsold or reduced to clearance prices. So they made far less of the Jason, Tiny, and Zoltar figures because the overproduction of the first wave resulted in lower retailer demand for the second wave.
Zoltar can be a bit easier to find because they made two versions of him (A regular version of him and a Previews Exclusive version of him that included a couple of unmasked heads you could use). The helmetless Jason figure ended up becoming part of one of the BotP DVD releases, and the helmetless Tiny figure was never produced.
