This looks like Joe and Jun in Gatch II episode 4, when he first reveals himself to the team in the desert and Jun runs up to him -except that here the background has been changed from a desert to an interior of some kind of room.

Well, I guess if the actual Cell is of Jun and Joe, then the background may just have been randomly added to show it off?

...I do think it's one of the most 'awwwwwwwww' moments of the series, though.

Back when Tatsunoko was selling cels from their recent productions through a storefront run by their fan club, they regularly matched cels with non-matching backgrounds, just to give the cels a background.

This made sense when you think about it. If a sequence has a dozen cels for it, only one of those can actually be sold with the proper background. But an average episode of a show has hundreds of backgrounds, many of which go with cels that aren't really "sellable" (A shot of a hand or feet, a car driving by, or something similar that's needed in an episode, but is otherwise uninteresting). So, they simply took the additional cels and the extra backgrounds and put the two together. This cel and mismatched background is the result of one of those pairings.
