Try VGAplanets by Tim Wiseman. We used to play version 3, and it's still out there and played a lot. DOS game, bit clunky on the interface, but fun. A classic.
Still has the same build-up phase, but it's not as long as what you described; you can expect action within two or three turns, but it's a few scouts that your home planet can easily fight off.
Some games go fast, some last for months. Very different strategies needed for each stage.
Not as many options as some of the later games, but that can be part of the fun/challenge of it. Many of the growth and combat algorithms are available, which some love and some hate. Several 3rd party clients available as well.
It's play-by-email and definitely turn based. It's up to the host what to do if someone doesn't hand in a turn. There are several automated host sites, or you can host a game yourself (automated or manual). Many automated hosts do several runs a week during the early game, then slow down to once a week for the mid-game.
The robot player that comes with it is good enough to get you past the newbie stage; host a game yourself and run a turn whenever it's ready. Also lots of online strategy manuals for it. There's a much better robot player out there as well.
Version 4 has been in development for ages, and is being played now. It's got a lot more options and is more complex.
