Interesting find!

If it were really done with paint, and then photographed -and it looks like it might be since you can see a brick wall around the edges, the artist might have lost track of the proportions a bit on the Condor's face, and if you're working with real paint, it's hard to fix things after the fact.

I've always sort of assumed that Galactor would recruit from street gangs and criminal organizations of various kinds -makes sense there might be "Galactor" graffiti on walls -and not a lot of goons would have a good idea of what Joe's face looks like. Most who see him don't live long after that...
