Call whoever has installed your modem or service. It could be fixable that way.
Otherwise, you may have to go to the library.

Yeah can't say I can help with that. Calling your local internet service provider (ISP) would be your best bet.
Could be a number of different reasons why its going down.
If its the router, they normally just drop and that's it.
Could be a bad lead, a bad network card, bad software, interference from a badly configured security suite.
If your using wireless to connect to the router, try a cable first it may be that the wireless parts dropping and not the routers connection to the internet.
Could be another device on your network assigned with the same LAN IP. Could be your machine or router's DHCP is not working, or is on the wrong subnet.
Check your ISP's website, they usually have a service page which tells you whether their lines have gone down or are experiencing problems.
