There's someone on eBay selling a Hurricane Polymar CD for 3.99, but it also says on the auction's listing that there are more than 10 available, and I'm worrying that this won't be legit and might be a bootleg or CD-R or something, because of how in-expensive it is. Is it a good idea to buy it? It says the seller is located in Hong Kong too.

Well, they did leave that sufficiently vague, didn't they? The picture shown is indeed the cover of the Hurricane Polymer BGM Collection CD. Assuming that the picture is the cover of the actual disc being sold, it is likely a bootleg, since the legal release would have the Nippon Columbia logo in the upper right corner, like this:

If it's like the standard Hong Kong bootleg CDs I've seen, the quality of the bootlegs are almost indistinguishable from the legal releases. At that point it becomes more an ethics question as to whether or not you want to purchase a bootleg of something or spend more to buy the legal release (Or possibly not get it at all because of the cost or lack of availability of the legal release). That decision is, of course, up to you.

As far as the seller goes, his overall feedback rating is fairly good, with numerous positive comments about his CDs, which also makes me suspect that they're bootlegs and not CD-Rs. So, I would figure that you wouldn't be likely to have trouble purchasing from him.
