Bizarre. My first guess was "low budget, Gatch-inspired music videos by Japanese pop group" but a bit of googling suggests that these clips are excerpts of films produced by zen-pictures.net.
It's interesting to see how closely they resemble Gatchaman and its later imitators (Power Rangers etc.)

As lborgia88 already said, it's a film made by Zen Pictures. They're a company that specializes in making low budget direct-to-video costumed heroine films, usually "inspired" by some well known character or series. As you'd expect, these are usually little more than an excuse to have pretty girls in skintight or revealing outfits running around on screen. This particular one is called "Bird Soldier."
